One of the justifications used in the past to get Diane her public welfare checks is consulting on the grants program. Thanks to public record requirements, the state grants system is available to everyone. I decided to take a look at the grants to see how they are performing.

To be honest, they are just as dismal as the audit. Almost nothing has been billed at this point. The State of Nevada requires at the very least a quarterly billing. In addition, by this time of year, all grants should be spent down with at least a 30-50% utilization. A quick check shows that is not the case at all.

Some grants haven’t been billed at all, which puts Mineral County School District at risk of being put in default status on the programs. It also increases the risk factor applied to the Mineral County School District. Before Diane discovered the cash cow pocketbook of the school, these were billed monthly and they were always spent down appropriately by this time of year.

My inclination is that Diane is doing her traditional don’t spend money, we are going broke tactics that she has employed during her entire time working with the school. It is clear from the below that she does not have any concept of how the programs work.

In the past, these programs were billed by the Grants Manager. It would be interested to see how much in reimbursements is outstanding. There could be six figures in money that hasn’t been reimbursed. The second Diane Rodriguez stuck her claws into the grants to justify swiping indirect costs from the district, the picture went from monthly billings to something like this.

It is my recommendation that Diane Rodriguez stay out of the grants. If this is her top dollar performance, they would be better off finding a neighboring district to provide technical assistance. It only takes a day to bill these if not receiving bad advice.
